The award recognizes a leader for their outstanding contributions to the field of national service and volunteering and its positive impact on the work of state service commissions.

Known to many as the “godmother of national service”, Mikulski worked with Senator Kennedy in 1993 to frame and pass the National and Community Service Trust Act, creating the Corporation for National and Community Service, AmeriCorps, and state service commissions.  In 2009, she worked alongside Senators Hatch and Kennedy to pass the bipartisan Serve America Act.
