The recipient of the Outstanding Commission Staff Award is Elisa Gleeson, MPSA, CGMS. She is the Senior Grants Management Specialist for OneStar Foundation.
Currently, Elisa oversees the pre-award, award, post-award compliance and close-out processes for federal AmeriCorps grants in Texas. Prior to her current role, Elisa served as a Program Officer and Compliance Officer, where she provided technical assistance to an assortment of AmeriCorps programs. Her education background includes a BS from Texas A&M University, a Masters of Public Service Administration from Bush School at Texas A&M University, and she completed the Grants Management Certificate Program with Management Concepts in 2012. She became a Certified Grants Management Specialist in 2013.

Elisa Gleeson has continuously demonstrated her leadership by pursuing professional certifications and by sharing her expertise with the field. In the past year, she has demonstrated mastery of her position by managing multiple federal grant making processes. This includes handling the entire new School Turnaround AmeriCorps funding opportunity process within an extremely tight timeframe; reviewing and awarding 5 new formula Planning Grants; applying for CNCS’s Formula Slot Buy-Back Opportunity and Formula Supplemental funding for 3 programs; assisting our Director with awarding 4 brand new Volunteer Generation Fund sub-grants as part of the Texas Disaster Volunteer Generation Initiative; and revising OneStar’s Competitive grant review process for both community and staff reviewer outreach, selection, and training. Due to her work and careful analyses, the National Program Consultation Process created by her has been repeatedly recognized by national programs and CNCS.
Since ASC launched its new structure incorporating more state commission peer support, Elisa has helped lead and participate in numerous ASC initiatives. Whether it be brainstorming, making flow charts, leading trainings, or sharing grant-making wisdom from her years on the job, Elisa is always willing to share her thoughts and experience in a helpful and thoughtful way. Numerous State Commissions and sub-grantee programs have sought her out for her willingness to share her expertise and talk through out-of-the-box solutions.
